RI's EJ Area delineation is derived from EPA New England's Potential Environmental Justice (EJ Areas) are based on the 2000 Census Block Group Boundary layer. The methodology used to determine how the areas are coded involved identifying those blockgroups with percentages in the top 15% of the region for low-income residents and/or racial minorities. The one significant difference between the RI delineation and the initial EPA delineations is that RI chose blockgroups with percentages in the top 15% of the STATE for low-income residents and/or racial minorities whereas EPA chose blockgroups based on their ranking across all of EPA Region 1. The result is a slightly larger and more inclusive area than EPA's.
<purpose>The EJ layer is to be used to help focus on areas in the state with high low-income or minority populations in order ensure environmental justice.</purpose>
<supplinf>Because of limitations in Census geography and the compilation of demographic statistics, user will note the inclusion of areas that my not seem to make sense. One such example is the census unit containing the state prison facilities. This is mostly an industrial area, but the prison population represents a large non-white, low or no income population. Other unusual inclusions are Quonset Point & the Newport Naval Base and and area of Narragansett comprising seasonal homes occupied by URI students over the winter.</supplinf>

<idPurp>The EJ layer is to be used to help focus on areas in the state with high low-income or minority populations in order ensure environmental justice.</idPurp>
<idAbs>

</idAbs>
