The Environmental Justice (EJA) / Select Population Groups (SPG) identified are either directly protected under Title VI of the Civil Rights Act of 1964, or may be linked to protected populations under Title VI. The eight select population groups (SPG) in the population identification component were analyzed using U.S. Census Bureau data. The data includes statistics for state total counts and select population group totals. The state total values and the SPG population values were used to generate state averages and thresholds to quantify significant SPG presence. The numeric thresholds used to quantify a significant presence of each select population group vary per indicator. A “greater than or equal to the state average” threshold was used to quantify a significant presence within RI Census tracts for seven of the eight select population groups. The threshold was utilized with the goal of identifying concentrated select population groups based on state averages, without the intent of overlooking any “readily identifiable” populations. Safe Harbor thresholds were applied to the eighth select population group, individuals with limited English proficiency. Safe Harbor thresholds, which “constitute five percent or 1,000, whichever is less, of the population of persons eligible to be served or likely to be affected or encountered,” were used in order to ensure increased inclusivity. SPG Thresholds (2019): Minority Individuals ≥ 28%, Hispanic or Latino Origin ≥ 15.4%, Low Income Individuals (200% of Poverty Level) ≥ 26.9%, Female Householder w/ Children Under 18 ≥ 8%, School Aged Children (15-19) ≥ 17.8%, Aging Individuals (65 ≥) ≥ 16.8%, Individuals with a Disability ≥ 13.4%, and Individuals with Limited English Proficiency ≥ 8.5%. Carless Households tracts with a threshold of ≥ 9.4% were also included for further analysis. |
